Tightening Road Transportation Rules

Things may finally be turning around.  Bob Costello, chief economist of the American Trucking Association even went as far as to say that, “It looks like motor carriers are finally enjoying some better days, after more than two years of extremely tough times.”

 

In an article on Truckinginfo.com, the ATA revealed figures that show both manufacturing activity and the business-to-inventory sales have risen.  While not phenomenal, (up 1.7 percent from last quarter, and 2.4 percent this year respectively,) this is a welcome sign for those in the trucking industry.  These increases have led to a similar rise in freight volume, which gained 1.8 percent in the last quarter.

 

All that glitters, however, is not golden.  In an article on eTrucker.com, Noel Perry, a senior consultant for FTR Associates (a transportation research firm) forecasted not only below-average economic growth for the next three to four quarters, but the continuance and worsening of the current driver shortage.  He pointed to the fact that the recession caused not only the downsizing of several fleets but caused many to retire or drop out of the business as well.

 

Tom Kretsinger Jr., chief operating officer of American Central Transport went one step further in a webinar presented by Overdrive and Truckers News. “[The federal government] has already increased the budget of the IRS to start auditing and challenging people, and that’s a frightening thing on the owner-operator side….,”

 

Increases in sleep apnea problems, hours requirements, tougher medical exams, and CSA 2010 have all contributed to make it more difficult to rebuild the ranks of drivers necessary to continue the industry’s growth.  Under CSA 2010, both CMV carrier and driver safety performance records will have more impact than before, and it won’t only be OOS violations that count against drivers during roadside inspections.

Get Your Vehicle Ready Before Hitting The Road

The holiday is booked, the bags are packed but your travel plans could hit the skids if you’ve failed to prepare your vehicle, and yourself, for travelling on the roads during the hectic holiday season.

It may sound tedious to prepare a pre-trip checklist but it’s a list that could mean the difference between life and death.

Before you take to the road take the time to check fluid levels, the radiator and cooling system, the battery, give your car a service and tune and pay particular attention to tyres and brakes.

Whether you own a brand new car or an older model doesn’t matter, the safety checks before travelling remain the same.

Be guided by what’s in your vehicle handbook for basic checks but if you have any doubts, get a professional to look at it.

Simple actions such as keeping windows, particularly windscreens, clean to maximise vision could be vital when driving towards on-coming headlights or a low sun.

Check your windscreen wipers and change blades if damaged or more than 12 months old, and top up your windscreen washer bottle and if necessary, clean and re-aim washer jets using a needle.

Research found that tyres – a key factor in vehicle safety – were often neglected with one in five cars on Victoria’s roads found to have at least one tyre that was unroadworthy.

Half the drivers surveyed were also unaware of how to properly check the condition of their tyres.

We cannot stress enough how crucial tyres are to a car’s safety performance as they support almost every function of a vehicle’s motion. Every time you drive you wear your tyres down but having incorrect tyre pressure will escalate the wear and tear and put you, and your passengers, at risk.

Always check your pressure when your tyres are cold, including the spare tyre. Recommended minimum tyre pressures are listed on a plate inside the driver’s door jamb or glove box. It’s also important to ensure that you get a good night’s rest before heading off on holidays during this busy period.

Once your car is checked, packed and ready to go, keep in mind that cars won’t be the only things on the road. Extreme drought conditions last summer contributed to a significant increase in the number of drivers colliding with animals on Victorian roads, according to insurance claims data.

The figures show there were 3839 motor insurance claims as a result of crashes involving animals in the past financial year to June 30, a 13 per cent increase on the previous year. Many of these crashes were the result of animals, particularly kangaroos, which had been forced by the drought to search for food by the roadside or close to urban areas.

According to the data, kangaroos accounted for 72 per cent (2766) of animal collisions last year, which was 17 per cent more than for the previous year, with a repair cost of more than $8 million. This was followed by dogs at 9 per cent (330), wombats 6 per cent (215) and cats 2 per cent (84).

It is clear from our members claims incidents that the major areas to look out for kangaroos are Heathcote, Bendigo, Seymour and Halls Gap but, as the city expands, also in the outer suburbs of Melbourne, such as South Morang, as they move closer to urban areas in search of food. Crashing into a medium to large sized kangaroo, can cause not only serious vehicle damage, but also injure the driver and passengers.

Drivers need to look out for animals on our roads at all times, but particularly when driving in country areas at dawn and dusk when they are most active. Animals can be unpredictable near roads, particularly when they are dazzled by headlights. The data shows that the number of claims peaks in the spring (1239 claims), with the highest percentage of accidents in October at 11.3 per cent.

Claims numbers are at their lowest in winter (809 claims). Vehicles damaged in animal collisions can also cost a significant amount to repair with an average claim costing more than $3000.

Road rage is a dangerous and potentially crippling characteristic.  Anyone who has been behind the wheel of a car knows how frustrating it can be on the road.  That frustration does not mean you can do much about it.  It is commonly accepted that not everyone is a good driver.  So what do you do?  How do you road rage?  The first step is knowing what the causes of road rage are, beyond the guy cutting you off.  It is easy to blame road rage on others, that guy cut me off, she ran a red light, they cannot drive.  Yes, that is a very simple task, however road rage, for the most part, is interior.

What defines road rage?  Road rage is a term that defines violent behavior on the road.  A very simple definition, but a lot of actions can fall into this definition.  Some specific actions include weaving in and out of traffic, cutting people off, throwing objects at other cars, flashing lights, and of course yelling obscenities.  So what causes this behavior?  Why can some people remain perfectly calm while others get enraged?  Some experts point towards a mental disorder called Intermittent Explosive Disorder (IED).  This disorder, as the name implies occurs when a person has outbursts at odd times, such as stress, or behind the wheel.

Regardless of what the term is called it can be very damaging.  Road rage in others is more of a matter of opinion than anything.  Sometimes the IED can cause disproportional reactions to the actions.  Unfortunately, it is hard to gauge what will set some people off.  The road can be a dangerous place when people lose their temper behind a wheel.  Even if the disorder is not to blame, people let their emotions get the best of them, and bad things can happen.  This is especially true if you add two vehicles that can weigh a ton each.

Knowing the causes may seem kind of bleak.  How do you stop someone who loses their temper on the road.  Or worse, how do you stop someone in road rage when you are not sure what you have done to be the victim?  The answer is not comforting if you find yourself in the situation.  There are two ways to deal with the situation, reactive and preemptive.  The reactive deals with reacting to someone in road rage, the preemptive deals with preventing the road rage from ever occurring.

If you find yourself as a victim, call the police right away.  Tell them that you have someone in the grips of road rage.  They will be able to guide you on the road.  Slow down, let the person get ahead of you and hopefully go on.  Slowing down does not mean you should stop.  If the person pulls over, keep going, do not confront the people outside of the vehicle.  As far as preemptive, be kind and courteous to everyone on the road.  Always use signals and try to communicate your intentions to everyone.  With this knowledge you can be safer on the streets, happy driving.

The Safest Indian Road Traffic

Don’t believe it? Read on.

They say Indian road traffic is unsafe. That it can waylay, and driving conditions in India are such that it is suicidal to drive through its roads bursting with traffic at its seams. But if you ask me this is a crap. If there is anything that is safe in the world it is the Indian roadway.

When 200 motor vehicles cross a point on a road in one minute; when you as a pedestrian can cross through it without a scratch on your body; when just one dies and a few injured on the roads in a day with one of the most dense traffic in the world, then it is nothing but the safest. Road regulations are inherent to such situation, you bet.

It is the safest because all motorists here are duty-bound to protect you as a pedestrian. They need not and did not go to a driving school to learn to protect you. They are just trained by the roads to do that. They know their driving tips and the traffic control is just terrific.

Among the whole lot of comments one may cross on the Indian driving conditions, this one, posted on the net, draws a true picture- “The drivers know he is there and are going slow enough to avoid him. That would not happen many other places.” Yes, that will not happen at any other place in the world.

For at any another place in the world, you do not drive with your left foot trained to jump to the brake peddle. Anywhere else your reflexes are too slow and quite unprepared when it comes to saving a slow moving and the sudden. Anywhere else you are sort of a devil behind the wheel.

But in India, be traffic in Delhi, Bangalore or Chennai, you are darn caring. You are most respecting of the rights of a pedestrian, slow moving vehicles like a cycle, a handicapped peddling his way on his tricycle, a child crossing a road with his own training at it, a blind or a cow or a dog with faint flicker wisdom, a novice learning driving or one who is running against the flow on the wrong side of a road.

The road regulations in India are for all and not just for the fast moving. They are for those as we; who have no idea what to do when they are on the road.

Isn’t it safest driving in India? You bet.

Simple breath tests can decrease Road accidents

If you drive at twice the current legal alcohol limit, you are at least 30 times more likely to cause a road crash than a driver who has not been drinking. Any amount of alcohol affects your ability to drive. There is no foolproof way of drinking and staying under the limit or of knowing how much an individual person can drink and still drive safely.

The police are required to follow several statutory procedures which can be fatal to a prosecution if not pursued correctly. Furthermore, even on a guilty plea there is enormous latitude in terms of the length of disqualification that a court can impose and it is therefore extremely important that the prosecution case is carefully considered before a plea is entered for a drink driving offence or charge. As an advice on drink driving a test has been suggested for drivers.

In an attempt by the government to reduce drink & dangerous driving, drivers may face random breath tests. A Department for Transport road safety review said tougher enforcement is the best way of tackling the problem. The report said it would consult on the move during 2007 and also examine the level of the blood-alcohol limit.

Transport figures showed some “worrying trends” with 17% of road deaths taking place when the driver was over the limit. Despite a decline in drink-related deaths in 2005, there were still more that year than in 1998 and 1999.

Between 1994 and 1998, drink-related deaths fell while the number of tests rose. But from 1998 until 2003, the number of drink-drive fatalities went up as the number of tests fell.

To improve enforcement and to really crack down on drink-driving then maybe it is something we have got to do,” ITV1′s breakfast program GMTV.

The number of people caught drink-driving in England and Wales dropped in the recent festive period. In December, 145,867 drivers were tested and 9,658 – 6.6% – were over the limit, down from 6.9% in December 2005.

The number of breath tests carried out had increased by almost 10% during “the most productive drink-drive campaign to date”. The 9,658 drink-drivers breathalyzer and arrested will be brought to justice and could face disqualification, a fine or imprisonment as a result of their choice to drink and drive.

Acpo’s Christmas campaign was a joint initiative with the Department for Transport. These results demonstrate just how much importance both the government and police attach to the dangers of drink-driving. Some 12,494 drivers were tested for alcohol after collisions, with 915 failing or refusing the test.

However, it is just an example of dangerous driving & drink driver. This test is not only for western countries where drink driving is available, but also for all countries. Government has taken the initiative to advice on drink driving to protect & avoid the worst incident of accident.

1. Regularly tune-up your gasoline / diesel engine to keep it in top fuel efficiency condition.

3. When driving, always keep within the speed of 70 to 90 kph. Driving below or higher than this bracket will result in less kph traveled for the same amount of fuel.

4. Plan your trips ahead in order to maximize the load factor of your car.

5. Always be aware of alternate routes in your trip to avoid traffic hassles.

6. Always keep in mind when to shift to a higher gear. This will avoid stress on your engine.

7. Fill your tank early in the morning will result in your being able to load 3-6% more fuel than filling it at noon when the temperature is much higher.

8. Never overfill your tank. Always see to it to keep your fuel cap tight to prevent spillage or evaporation.

9. If you tune up the operation of your car at close to sea level, it will be less fuel efficient when you’ll get to a higher elevation and vice versa due to the difference in density altitude.

10. Always maintain gradual acceleration. This will save you as much as 1 kilometer to the liter compared with rapid acceleration.

11. Minimize your load. Unnecessary weight in your car will add up to as much as 10% in your car’s fuel consumption.

Long Term Vision for Barbagallo Raceway – Road to Success

If it is all about V8 supercars, then how can people stay without discussing anything about the famous Barbagallo Raceway. Yes, Wanneroo based motorsport circuit in Western Australia is quite a popular venue for car races, especially for those who love to howl, scream and yell at V8 supercars. Originally, this raceway was known by the name Wanneroo Park, but in the year 1979, when Australian Grand Prix and opening of new pits happened together, it was decided to construct a short circuit which would be linked to the original track. This project was funded by Alf Barbagallo that was a prominent Australian motorsport identity and so the name was changed to Barbagallo Raceway.

Races and Events

The first ever race in Wanneroo Park was held in the year 1969 and after the construction of the new circuit, that is, after 1992 different types of racing were introduced along with truck racing. In addition to this, it was also decided to host the events at night, so that enthusiasts could enjoy various races and events to their fullest. After frequent races and events, V8 supercars came up and became one of the topmost racers.   

Resurfaces and Revamps

In the year 2004, the track was fully resurfaced and this offered a much smoother area for the racers to chase each other. The lap records were breaking drastically after the resurfacing project and this was something which made Barbagallo Raceway quite popular among the enthusiasts. Every year numerous races were held with the V8 supercar championship series, which was resulting as a great contribution to the local economy.

In the year 2009, State Government announced an upgrade of the Barbagallo Raceway and this was something that was to affect the future of the sport in Western Australia. The Sports Minister urged V8 bosses to stay in Western Australia and promised to meet all requirements along with providing a much more attractive, safe and wider track for racing.

So, ultimately it was planned to widen and resurface the track, add new safety measures and some drivers’ facilities to make the racing events more entertaining. The decision to upgrade the track could prove beneficial, as the circuit was being used by motorsport enthusiasts, Western Australian police and some road safety organizations, alongside. This long term vision can actually provide greater flexibility along with some added amenities, which can make the racing events even more enjoyable.

Cars in Dubai – The Rules of the Road

Driving in Dubai can be a challenge and may initially be intimidating. Dubai is home to approximately 180 different nationalities, all of whom come with their own driving abilities and habits. Those arriving from Western countries may find the roads chaotic, while those from Asian nations or Arab states may find the driving organized. With some experience behind the wheel in Dubai, coupled with basic knowledge of local driving regulations, expats should soon feel comfortable taking to the roads.

One must have a residency visa in order to acquire a local driving license. Many people arrive in Dubai on a visit visa and thus will rent a vehicle for the first month or so until their residency visa is completed. In order to rent a car you will need an International Driving Permit and a driving license from your home country. Many well-known car rental agencies exist in Dubai including Avis, Budget Car Rentals, Hertz and Thrifty Car Rentals. Alternatively, you may opt to obtain a Temporary Driving License if you wish to drive a private car. A temporary license is valid for six months and is issued at the Dubai Traffic Police Station.

Once you have Dubai residency you must get a local driving license – you can no longer use a temporary or international permit. Certain nationalities, including those from many European countries, US, UK, Australia, New Zealand, Japan, South Africa, and South Korea can get a local license by simply showing their own driving license and doing some paperwork. Others will need to take driving lessons (available at licensed centers including Belhasa Driving Center, Dubai Driving Center, Emirates Driving Institute, Galadari Motor Driving Center, and Al Ahli Driving School) and afterwards pass a test. The driving school can arrange an appointment for your driving test with the Dubai Traffic Department.

Once an expat has a residency visa they can buy a car. Most major car makes are available at dealers in the UAE, with 4x4s and Japanese models being especially popular. Second hand vehicles can be found at 4×4 Motors, Al Futtaim AutoMall, Western Auto and SunCity Motors among others. Searching the classifieds for used cars in Dubai can also yield good results.
 
After you rent or buy a car, understanding the local rules of the road is paramount to having a positive experience. It is often necessary to drive defensively and be vigilant behind the wheel. Cars in Dubai are left-hand drive, with traffic on the right. Slower drivers should stick to the furthest right lane. If you travel in the left-most lane at a slower speed you will most likely find another vehicle alarmingly close to your rear bumper, honking its horn and flashing its high beams. It is common for drivers to change lanes abruptly without signaling, to slowly coast through stop signs instead of coming to a full stop, and to honk their horns loudly the instant the light turns green at a traffic signal. Pedestrians are often darting across the street and need to be watched for.  Recently an automated toll system (known as Salik) was installed on selected major roadways in order to try and reduce traffic congestion.

There are mobile radar cameras set up around the emirate to catch those driving over the speed limit or running a red light. Zero tolerance exists for drinking and driving. Something as seemingly minor as a rude hand gesture, used in a moment of frustration at another driver, can land you in court or even jail. If you do incur a fine you will not receive a notice in the mail, rather you can check on the Dubai Police Traffic website or call them directly. Fines for an entire year can be paid when renewing your annual car registration. If you get into a minor accident it is recommended to park your vehicle so as not to obstruct traffic, get the other party’s details, and then immediately visit the nearest police station to file a report. If the police are called to the scene they will often write a report on the spot. These papers are necessary for the insurance company and it is almost impossible to get repairs done without them.

Unfortunately Dubai has one of the highest road death tolls in the world. As of March 2008 the Unified Federal Traffic Law stiffened the penalties for driving offenses and also implemented a black point system for drivers in attempts to improve road safety for all who visit and live in Dubai.
